About the Mercosul License Plate and RENAVAM
What is the Mercosul-standard license plate?
It's the license plate model adopted in Brazil starting in 2018 (Resolução CONTRAN nº 780/2019), with seven characters in the LLLNLNN format, for example ABC1D23. It replaced the old LLL-NNNN standard and became mandatory nationwide from January 2020.
Does the Mercosul plate have a check digit?
No. Unlike CPF, PIS/PASEP or RENAVAM, the resolution that created the Mercosul standard describes the character combination as random, distributed and controlled by the traffic authority. There is no published check-digit algorithm to verify whether a plate is valid. That's why this generator draws each position (letter or digit) independently, with no verification calculation.
What is RENAVAM?
It's the Registro Nacional de Veículos Automotores (National Registry of Motor Vehicles), the number that identifies a vehicle's registration with Denatran. It's different from the license plate, which is the vehicle's visual identifier. It has 11 digits, appears on the CRLV (vehicle registration document), and is used to look up fines, debts and transfers.
How is the RENAVAM check digit calculated?
Each of the first 10 digits is multiplied by its weight, in the order 3, 2, 9, 8, 7, 6, 5, 4, 3 and 2. The results are added up and divided by 11: the check digit is 11 minus the remainder. If the remainder is 0 or 1, the check digit is 0. This rule comes from Portaria DENATRAN nº 27/2013, which also applies to the old 9-digit codes, padded with two leading zeros.
