About the state registration number

What is a state registration number?

The inscrição estadual (IE) is the number that identifies a company as an ICMS taxpayer in the register of the state tax authority (Secretaria da Fazenda) where it operates. It appears on invoices and in customer and supplier records.

What is it for?

The registration lets a company issue electronic invoices and pay ICMS on the goods it sells. In a test system, the field often blocks the sign-up of a fictitious company, because each state calculates the check digit its own way.

Does every company need one?

Generally only companies that sell goods or provide services subject to ICMS, such as transport between municipalities and communication, have a registration. A company that only provides other services pays ISS, a municipal tax, and usually has no IE. On forms, that company is entered as ISENTO (exempt).

How the number is built

There is no national standard. Each state sets the length (from 8 to 14 digits), the mask, the prefix and the check digit rule. São Paulo uses 12 digits, Minas Gerais 13, Acre starts with 01 and Goiás with 10, 11, 15 or 20. Some numbers carry the municipality code or the branch order.

How the check digits are calculated

Most states use Modulo 11: each digit is multiplied by a weight, the sum is divided by 11 and the digit comes from the remainder. The weights, the position of the digit and the result for a remainder of 0 or 1 change from state to state. Bahia switches between Modulo 10 and 11 depending on one of the first digits, Roraima uses Modulo 9, Minas Gerais adds up the digits of each product, and Amapá and Goiás have exceptions by number range.

States with more than one format

Bahia has numbers with 8 and with 9 digits, Rio Grande do Norte with 9 and with 10, Pernambuco a new one (9) and an old one (14), Rondônia a new one (14) and an old one (9), Mato Grosso with 9 and with 11 and Tocantins with 9 and with 11. São Paulo also has the rural producer number, which starts with P. The generator creates the main format of each state (Bahia and Rio Grande do Norte alternate between the two), and the validator accepts all of them.
